Description (EN): Common challenge: Many public buildings (kindergartens, schools, cultural centers, libraries, government buildings, etc.) in Estonia and Pskov region locating in programme area are depreciated and their energy consumption is high (heating, electricity, water consumption). Some of the public houses are under the protection of the cultural heritage. Thus, several restrictions and special conditions must be followed while renovating the buildings. These restrictions make it more complicated to improve the energy efficiency of these buildings. High and unreasonable energy consumption is also problem with public houses built in Soviet period (1950-1990). At the same time, national, regional and local authorities´ have low awareness of modern and innovative solutions of energy-efficient housing, starting from the simplest solutions up to most innovative ones (Smart House technology, nearly-zero-energy building, building automation systems etc). Approach: The target group is the specialists of regional and municipal authorities in South- and East-Estonia and Pskov region, who are responsible for planning and implementation of investment projects targeted to improvement of energy efficiency of public buildings. Project activities are focused on renovation of existing public buildings, so they can meet (or at least are close to) the standards of nearly-zero-energy buildings. Improved energy efficiency of buildings can be achieved by implementing different kind of measures, but the comprehensive approach enables to achieve the best results in energy consumption of buildings. It includes: 1) the analysis of the energy consumption of the building and possibilities for savings; 2) reconstruction of structural parts of the buildings (facade,windows etc); 3)reconstruction of technical systems (automated heating, electricity, ventilation etc); 4) using local renewable energy production solutions for own consumption + storage; 5) changes in daily behaviour and habits of the building users. Both countries are in same opinion when it comes to promoting energy efficient living conditions. The national goals in both countries are improved housing energy performance level enabling to reduce energy intensity and costs. Local municipalities learn from the experience received from different type of pilot objects locating in both countries. The best examples encourage local authorities in whole programme area to invest to innovative solutions that seem expensive at first, but in longer term bring greater benefit and savings. Objective: Main project objective is improved housing energy performance level in Estonia and Pskov region through introducing new technologies and solutions in order to encourage public sector to adopt a more environment-friendly level of behaviour. The objective will be achieved through: a) organizing awareness raising activities and training programme; b) introducing standard energy saving solutions and sample technical documentation; 3) introducing the results in energy efficiency achieved in pilot objects as practical showcases. Results and activities: 1) Increased awareness of public sector authorities, specialists and general public about most innovative energy saving possibilities and energy-efficient housing. The awareness and knowledge of ca 80-100 municipal and regional level specialists will be substantially improved during 8-9 info seminars, 8-9 workshops, closing conference and 4 study visits. 2) Increased capacity of ca 50 public sector specialists on planning and implementing energy-efficient reconstruction and managing of public houses. It will be achieved through implementation of training programme in Estonia and Pskov region and through practical seminars introducing the energy performance results in pilot objects. The training programme will be organized in 2 groups involving the best experts from Estonia and Pskov region. The training programme includes 5-6 modules. 3) Standard energy saving recommendations for different types of public houses are worked out and disseminated to national, regional and local authorities in Estonia and Pskov region. It includes also detailed presentation and introduction of one set of technical documentation prepared for reconstruction of multifunctional public building as nearly-zero-energy building in Võru using the latest innovative technology, incl. smart-house technology 4) Two public houses as practical showcases in Estonia and two in Pskov region undergo energy- efficient measures targeted to achieve the standards close to nearly-zero-energy buildings and reduced costs. The recommendations for administrators and end users of pilot objects are composed based on the analysis of data gathered during testing period. The testing results and recommendations are introduced to target group during practical seminars and closing conference.

The recommendations for administrators and end users of pilot objects are composed based on the analysis of data gathered during testing period. The testing results and recommendations are introduced to target group during practical seminars and closing conference. The general public will be aware about the testing results and implemented measures as a result of open days organized in each pilot object.
